or one’s neighborhood.

Rosey is the Founder and CEO of Incite Network, a firm that partners with strategists, subject matter experts, and community advocates to advance the economic outcomes of diverse communities nationwide. Incite specializes in community-co-owned strategic planning, securing federal and state funding, and collaborating with grantmaking entities to optimize the distribution and management of grant funding.

Movements include

  • statewide activities in Illinois for health equity,

  • national efforts to increase vaccine uptake for older adults and

  • regional work in southern Georgia to close equity gaps in caregiving and economic mobility.

  • spearheading a community-inclusive strategic planning approach in southern Doña Ana,

  • contributions to international strategic planning efforts,

  • and participating in listening sessions in Turkey.

Rosey has conducted statewide strategic planning such as a 2015 SWOT analysis, informing the Texas Workforce Commission's policy alignment with the Texas Education Agency, launched grassroots campaigns to unseat incumbent elected officials, grew the first commercialization office for Texas Tech University Health Sciences Center at El Paso, mobilized a coalition of organizations to create a runway for County of El Paso, Texas to build out a system of care approach in child behavioral health and countless other efforts. 

Rosalinda's expertise lies in economic development, partnership coordination, and community-driven initiatives. She holds a Bachelor of Science in Human Development and Family Studies from Texas Tech University and a Master's in Public Administration from the University of Texas at El Paso. Her strategic acumen in securing funding for overlooked regions has led to the development of innovative community strategic planning models. Before Incite, Rosalinda served and supported the Emerging Technology Fund for the TransPecos/El Paso region, conducting due diligence and screening of early-stage ventures for potential state investment. Outside of Incite, she studies and stays abreast of venture capital/angel investment and how these systems support diverse communities of entrepreneurs.
